Marylebone Low Emission Neighbourhood looks to the year ahead

The Marylebone Low Emission Neighbourhood (LEN) programme was established in 2016 after a successful bid by Westminster City Council to the Mayor’s Air Quality Fund.

Over the next twelve months CRP will oversee the delivery of LEN interventions to improve air quality in the Marylebone area, as well as innovative mobile air quality monitoring and continued rollout of electric taxi and vehicle charging facilities, deliveries and servicing advice for businesses, a schools engagement programme and diesel surcharge scheme.

The LEN also has two dedicated Air Quality Marshals patrolling the streets of Marylebone for the next year, reminding drivers of the harm of unnecessary engine idling and asking drivers to switch off when they can. The marshals are able to issue fines of up to £80 to drivers refusing to switch off when asked. CRP produced a short video for the Marylebone LEN busting some of the myths about engine idling, and we are able to provide resources and advice to local businesses operating vehicle fleets, alongside free support to look at deliveries and servicing using the deliverBEST online tool and the West End Buyers Club.

Autonomous Freight Vehicle study

Cross River Partnership (CRP) has commissioned on behalf of the Central London Sub Regional Transport Partnership (CLSRTP) a study to provide analysis of the impact of autonomous freight vehicles (AVs) on central London boroughs, with recommendations of future actions.

This study is novel as the focus lies on AVs for deliveries and servicing and how the deployment of these vehicles will impact upon wider transport and public space in London.

Technical experts Transport Research Laboratory (TRL) conducted the study, which involved in depth interviews with a range of stakeholder groups for input; Central Government, Local Authorities, Logistics Operators, OEMS and the Automotive Industry, Academics, Insurers and London-based business improvement districts.

The report is now publically available to download from the CRP website.

Continuing with the theme of innovation, we have an upcoming study looking at the role of art in public urban spaces. The focus is on how to utilise art to create healthier spaces across central London.

FREVUE Leading by Example

CRP’s Freight Electric Vehicles in Urban Europe (FREVUE) project will be presented at the 2018 Trans-European Transport Network (TEN-T) Days in Ljubljana, Slovenia. European Commissioner for Transport, Violeta Bulc, has invited Ministers, Members of the European Parliament and key stakeholders to discuss how to contribute to smart, sustainable and safe mobility, relying on the trans-European transport network and investments in transport connectivity.

The FREVUE project will be presented on 25 April as part of an Electromobility Forum with a focus on the successful implementation of the project and how this could be replicated elsewhere.

SEUL Smart Charging System Successfully Commissioned

Halfway through CRP’s Smart Electric Urban Logistics (SEUL) project, the smart charging system has now been successfully commissioned and the first set of fully electric delivery vans has been deployed at UPS’s Camden depot. For an overview of the project and the various elements that are being implemented throughout the 2-year project lifetime, please see the first of five project factsheets that is now available online as well as in print version.

The successful commissioning of the smart charging system means that the amount of power going to the electric vans at the UPS depot can now be controlled depending on other demand on the local network. It might sound simple but this work is highly innovative and key to enable the widespread uptake of electric freight vehicles in London!

Walk to Work Day

The CRP team are pretty keen on sustainable and active transport modes all the time, but we do make a special effort at times such as Walk to Work Day (6th April).

These days provide a fantastic opportunity to reach new groups in promoting different ways of moving, and help motivate longer term behaviour change.

CRP also supported World Car Free Day back in 2017, working with Westminster City Council and Transport for London to deliver a Community Green Street for the Marylebone Low Emission Neighbourhood.  This temporary street closure provided an opportunity for people to ride bikes, plant seeds and envision a different way to use and experience our streets.

Better Air, Better Bankside

Over the past year CRP’s deliverBEST online tool provided 35 Better Bankside BID member organisations with recommendations to make deliveries to their Bankside locations more efficient.

Eight businesses were supported by the deliverBEST team to measure their deliveries and to take specific actions including changing procurement practices and redirecting staff online shopping deliveries.

By reducing the frequency of milk deliveries to their office, the BID itself reduced their emissions by 69 CO2 kg a year!

Local Government Elections on 3rd May 2018

Local authorities will be entering the pre-election period leading up to the forthcoming local government elections on 3rd May.  The period between 26th March and 3rd May, known as Purdah, means that basic principles surrounding impartiality and publicity must be followed closely during the period of heightened sensitivities.

DEFRA funding for CRP’s Clean Air Villages

CRP has secured the second largest share of DEFRA’s latest Clean Air Grant for our Clean Air Villages programme, a partnership between five boroughs: Lambeth, Hammersmith and Fulham, Islington, Kensington and Chelsea and Lewisham.

Clean Air Villages will reduce emissions at 10 air quality hotspots across the five boroughs, by working with businesses and communities to make deliveries and servicing more efficient through individual and collective action.

The programme builds on CRP’s successful deliverBEST programme and DEFRA-funded pilot in Camden and Westminster in 2017/18.

WEP Freight and Servicing Strategy

Working on behalf of the West End Partnership board, CRP is now finalising The West End Partnership Freight & Servicing Strategy, which includes prioritised key actions and targets.  The final draft is with WEP partners for comments.

The West End Partnership Deliveries & Servicing Group is formed of London Borough of Camden, City of Westminster, West End Business Improvement Districts; businesses; Estates; TfL; logistics operators and residents.
