Cross River Partnership (CRP) is developing a Report on Reducing Barriers to Micro Logistics Hubs in Westminster, funded by the Westminster Climate Fund, to support Westminster City Council in moving from individual micro logistics hub trials to a coordinated, self-sustaining network across the borough. The report directly supports the Sustainable Transport Strategy 2026-2036, which aims to reduce motor vehicle kilometres by 27% by 2040, alongside the Freight, Servicing and Deliveries Strategy and Action Plan, and the Zero Carbon City 2040 Action Plan. It also supports the city’s broader vision for fairer communities, healthier streets, and a decarbonised urban transport network by 2040.

To inform the report, CRP is engaging stakeholders including internal Council departments, major landowners, and local businesses, as well as logistics operators, residents’ associations, neighbourhood forums, and strategic agencies like Transport for London (TfL). This collaborative approach will ensure recommendations are practical, locally responsive, and deliver clear benefits for Westminster businesses, residents and the wider city.

Building on CRP’s successful Pimlico micro logistics hub trial, this report will assess barriers and opportunities for wider adoption in Westminster, informing recommendations to support sustainable last-mile deliveries.

The report will combine insights from previous micro logistics hub and sustainable freight trials, alongside stakeholder engagement and data analysis, to identify practical recommendations for reducing barriers and enabling sustainable logistics across Westminster.
