CRP is pleased to see published From Ambition to Action: Decarbonisation Barriers Across Westminster Organisations, a new summary report prepared for Westminster City Council as part of the Sustainable City Charter Innovation Challenge.

Drawing on extensive engagement with organisations across Westminster, the report explores the challenges businesses and institutions face when trying to reduce their carbon emissions and identifies opportunities for innovation and collaboration to accelerate progress towards net zero.

The findings highlight several common barriers to decarbonisation, including:

  • Heritage and building constraints that can limit retrofit options
  • Funding uncertainty and competing investment priorities
  • Gaps in data, evidence and carbon measurement
  • Ageing or incompatible systems and infrastructure
  • Operational complexity and resource pressures

These insights have been used to develop clear problem statements that will help shape the next phase of the Innovation Challenge. The programme will bring together Westminster-based SMEs and Sustainable City Charter signatories to test innovative low-carbon solutions in real-world settings, helping organisations overcome barriers and accelerate practical climate action.

CRP would like to thank all the organisations that contributed their time, expertise and insights to this important piece of work.
